The European Commission’s 2025 Strategic Foresight Report (Resilience 2.0: Empowering the EU to thrive amid turbulence and uncertainty) reminds us that the time for summaries is over. Now comes the hard part: turning foresight into action.
To get there, the Commission highlights eight areas of action:
- Develop a coherent global vision grounded in European values.
- Scale up security and preparedness, including civil–military cooperation.
- Shape and lead in critical technologies like AI, quantum and biotech, while managing risks.
- Build economic resilience by diversifying supply chains and accelerating the clean energy transition.
- Strengthen a just and inclusive social contract, with quality jobs and accessible services.
- Reimagine education for lifelong learning, STEM and AI skills, and adaptability.
- Protect democracy and trust by countering disinformation and enhancing media literacy.
- Embrace demographic transformation with fairness across generations.
For leaders — in governments, businesses, and civil society — the key is how we respond.
- Strengthen cooperation with European and international partners who share your values.
- Invest in strong cybersecurity, AI-driven threat detection, and staff awareness training.
- Regularly test supply chains and operations against disruptions.
- Collaborate with European research institutions and participate in EU innovation programmes.
- Diversify cloud and tech providers; consider European alternatives.
- Map dependencies and prepare contingency plans for critical raw materials and suppliers outside the EU.
- Reduce carbon footprint through renewable energy, circular economy models, and energy efficiency upgrades.
- Explore new markets and suppliers, especially within the EU and trusted partner regions.
- Focus on fair wages, worker safety, and stable employment.
- Co-create initiatives with municipalities, NGOs, and social enterprises.
- Design products and services that are affordable and inclusive.
- Upskill and reskill employees, especially in digital, AI, green transition, and data literacy.
- Partner with universities and vocational schools, co-develop curricula aligned with industry needs.
- Encourage internal mobility and cross-functional training.
- Combat misinformation by being transparent, fact-based, and proactive in corporate communications.
- Support training for employees and communities to recognise disinformation and avoid algorithmic echo chambers.
- Uphold high standards of privacy and cybersecurity, treating data as a public trust.
- Promote diversity in age and background, foster knowledge transfer between generations.
- Support family-friendly policies: flexible work, parental leave, and childcare support to address Europe’s demographic challenges.
- Adapt products, services, and workplaces for an ageing population while integrating younger talent.
