Regional Working Group on the SRWD 2030+
Task
The Marshal’s Office of Lower Silesia commissioned 4CF to design, conduct, and facilitate workshops for members of the Regional Working Group on the SRWD 2030+ as part of the efforts to develop a new Lower Silesian Development Strategy for 2030+. The goal of both workshops was to generate content that could serve as the foundation for this new development strategy.
Solution
The 4CF team designed and facilitated two workshops for approximately 80 participants, held in October and November 2023. Each workshop followed a structured process that incorporated a variety of methods and techniques of strategic foresight. These included the Futures Wheel, various brainstorming techniques, an online survey, a specially designed “strategy framework,” plenary discussions, and voting using the Mentimeter application. The data collected from each workshop was analyzed and presented in reports. The key findings were shared during an online meeting with the main project stakeholders.
Effect
Two comprehensive reports were produced, summarizing the results achieved during both workshops along with analysis and interpretation. The first part of the reports included: (1) a list of key cross-sectoral opportunities and risks arising from six megatrends, (2) a list of opportunities and threats for Lower Silesia in the 2030+ horizon (up to 2050), detailing their direct and indirect consequences across thematic areas, considering social, economic, and spatial aspects, and (3) a list of recommendations for Lower Silesia to mitigate risks and maximize opportunities within the established timeframe, again organized by thematic areas and considering social, economic, and spatial dimensions.
The results generated by each thematic group during the second workshop encompassed: strategic objectives, operational goals, strategic initiatives (key actions), anticipated outcomes, and key performance indicators. Additionally, proposals for modifying the vision and mission statements of Lower Silesia were collected and evaluated, and recommended areas for strategic intervention were identified. Three diverse development scenarios for Lower Silesia were also constructed.
